The recent mandate by congress - which Bush signed into law - which
requires auto makers to increase mileage achieved by vehicles on the
road - is what is driving the laughter behind the mandate. Here you have
a political body mandating a goal that may simply not be achievable
because to get there may very well require the bending of the laws of
physics. In other words , one cannot get more BTU's from a pound of
gasoline than there is in a pound of gasoline, no matter how many
mandates Congress passes out to the contrary. It is that sort of thing
where many of us see a conflict between science and the mandates of the
politico's.
The Public is feeling the pinch of the high gas prices, so pressure is
put on Congress, Congress feels the heat and mandates increased gas
mileage from the Auto manufacturers, the Auto makers feel the heat, and
put the pressure on the Engineers, and the engineers put the heat under
the Techs, and the Techs jump on their Lab Assistants, and the Lab
Assistants turn and look at the clerks writing all this stuff up, when
the secretary walks in an says "I'm typing all this data up for you guys
and reading it and it's pure crap! How are you guys going to get more
BTU's from a pound of gasoline than there is IN a pound of gasoline?
Nuclear Fusion, maybe?"
So there it is. The real issue has been met. Congress gets to say it has
done something, and the buck gets passed. How much better can it get
than that?
