Chris, Is this a recent development, or has it always been this way? Is the ambient air temperature affecting it? Is the problem one of air flow or temperature? Air flow could be due to a weak blower motor, or vent door that is out of adjustment. A temperature issue could be from a vent door, the water valve, plugged heater core, or too much cold air from outside thanks to VW's not designing a recirculating air system.
