This is not necessarily easy. You either need the
vehicle to have a sticker stating that it was
manufactured to US specs, a letter or conformance from
VW saying that it can meet US specs, or deal with a
registered importer who can certify the vehicle,
maybe.
Unless the seller bought the vehicle in the US and
imported it to Canada, there is little reason to
believe it has the US sticker. Apparently VW is no
longer issuing conformance letters, and the cost of
hiring a registered importer is not insignificant.
See http://www.nhtsa.dot.gov/cars/rules/import/ , and
good luck.
