It is relatively easy to import US vehicles to Canada (especially if
they are 15 years old or older).

However, it is much harder to import Canadian market vehicles to USA.
(unless they are 25+ years old).

Your only hope is that the Eurovan was originally a US market
vehicle, then imported to Canada.

If it is not a US market Eurovan, easiest solution is have your
friends sell the van in Canada (large market for them in Quebec) then
you buy a US market Eurovan from someone else.....or better yet, buy
a nice 90-91 Vanagon from California/Arizona and have it shipped to
you.   In my experience, the Eurovan is not necessarily an
improvement over the Vanagon platform.
