In US spec Vanagons, the foglight wiring in the rear does not exist (the taillights are slightly different in European Vanagons to accomodate the rear foglight). You probably have some of the front wiring, but probably don't have the relay installed, nor the subsequent wiring from the fuse/relay panel to the front foglights. Right now I'm away from my reference manuals so I can't tell you what the relay position is, nor the wiring color.
