Mike,

Try this. Spray all four caps with simple green, or the purple walmart stuff. Let it set for 10 minutes or so. Go back and spray again, and let set for another 10 minutes.

If you have a power washer, nail them with that. If not take a soft, long bristle brush, and lightly go over the caps.

Do not use anything with abrasive properties. This screws up the plastic finish, and makes it harder to clean progressively, in the future.
