Welding is acceptable, if you can find someone that does mag.
As Bob says; the cam bore needs cleanup too.
There's many things that need to be looked at, to be able to make an
accurate call to re-use it or not.
Start with complete disassembly, cyl. studs and all. Then, a good
cleaning to enable a proper inspection for all the usual
suspects............
