Hi George, I saw that too, but figured that seam rust does not rule out low milage, esp. on the east coast. I have seen low-milage 1-owner vehicles (Not vanagons) with similar milage that were complete write-offs due to rust. Very disappointing, let me tell you. That black paint might be covering something that could affect market value, but I wouldn't consider it as proof against the legitimacy of the milage claim.
