I was just recently reading an article about a city councilman or state assemblyman or some such blowhard in a NE state that had introduced a bill to ban those things- the fake testicles, not the big trucks. Dude ought to concern himself with something usefull like bumper height legislation and not piss away public time and money on personal annoyances.
