The OXY and ALT lights are wired in such a way that they both come on for the "Test" when you turn on the ignition. Because of the way they're wired, they both come on when there are alternator problems ... either with the alternator itself or from the alternator belt slipping. I know, not terribly intuitive, but that's the way it is.

When the OXY light comes on, due to reaching the magic number of miles since it was last reset, it comes on by itself and is on solid until reset. It doesn't flicker like it does when it is part of a bad alternator output indication.
