I'm dealing with that very issue, in my case it does not appear to be the grommet but the platic "tee" fitting that has cracked. In my case the symptom was not water in the tank but gas overflowing out the top of the tank (under the van) when I fill up.

Just really poor design and materials choices in that particular area, IMO.
