FWIW, I have a ScotTowels plastic paper towel holder and the way I keep
the towels from unrolling with the windows open is ... I cut and bent a
piece of metal roof flashing so that it is held (sandwiched) to the van
by tightening the screws of the holder.  The metal is very springy and
lays on the towel roll.  The towels don't unroll on their own but pull
out nicely.  Because the metal is springy, it doesn't matter if the roll
is new or is down to the last square of paper.
