They surely misunderstood you.
Doing the Z bed is an hour tops.
Depends on how good you want it, like headliner details or something like
that, but the rear cabinet isn't that big a deal.
The jump seat needs floor mounts welded in or something like that.
And if you want that pop-out table.........the ones I have seen use paneling
there different than the ordinary cloth covered paneling on a regular
passenger vanagon.........so that might be a little involved, and I could
imagine 'some' welding there possibly.
You should search for articles and how-two things on group sites.
It might be well documented , with pictures and instructions.
25 to 30 hours sounds like a bit much. 
And you didn't say what that is in dollars, but sounds like $ 2,000 roughly,
to me. 
I would think 12 hours would go a long way.

I saw a weekender interior on eBay and contacted the seller (Foreign Auto
Supply in Maine) to inquire. I also asked if they would install it, since it
would be better for me to drive there to pick it. 
 
They quoted me a time of 25 to 30 hours to install this in an '82 passenger
van (one that I'm considering buying) My only thought is that they
misunderstood what I was asking them to do. They say that it involves
modifications to the roof and welding. I'll contact them again tomorrow.
 
Has anyone here put a Westy weekender interior (pop-up table panel, one
rear-facing seat, and z-bed, possible the one rear cabinet) in a passenger
van? If so, about how long did it take?
