I can easily pull 18-19 with our Westy Syncro(stock 2.1L), of course it has had 3rd and 4th gears swapped out for higher gears. My daily driver Syncro would be doing well to get 14-15 right now, probably does not help right now that it is below `0F outside. Last check I think it was getting 10-11, if I recall it gets 14-15 during the summer. That is strictly in town driving as we take the Westy for road trips.
