Thanks Allan, I should have mentioned that was the 1st thing I looked at. No air in the expansion tank. The thing that mystified me was that it will reset when I shut down and restart.

It looks like The Fix is a fairly delicate capacitor replacement in the gauge cluster as detailed at http://www.thesamba.com/vw/forum/viewtopic.php?t=168239
