Happened to me once with a 1981 throttle froze wide open going up a long hill!!! What had happened was that one of the rubber covers had come off one of the cable connections and water had entered and then when the water froze, it grabbed the cable and froze it in place. Made for an interesting few miles to the next exit. The shaft had to be blown out and lubed and the problem never re-appeared.
