Not only is it "zero-sum" as you mentioned...it is actually a negative-sum RXN. i.e. it takes more energy to break water into hydrogen and oxygen than is gained from the combustion of the end product. Also, take a look at the way they describe the workings of a CAT...pretty dodgy, and has a "scammy" flare to it.
