If you're talking about the strap that I think you mean, it's not a ground strap. It's the main current path from the solenoid into the starter motor. It's made of such thin strands that it can easily corrode so badly that it just falls apart. When that happens, I believe the field coils have to be replaced, which increases the rebuilding cost. We should all protect that cable with some grease or something.
