I should add that the primer may not have fully dried OR the colder weather had an adverse effect on the primer. Possibly the top coat only exacerbating the situation. The primer felt dry and was left overnight before the topcoat.

I only mention this as I noticed that with the "Rust Check" rust inhibitor/primer I used, there was a wee bit of the same reaction between the topcoat and primer. i.e. the primer got a little scaly looking. If that imagery makes sense.

Bottom line? Don't paint in cooler/cold weather. (even if you build a little shroud around your work and put your trouble light in there to keep the temp up. It won't work!)
