On the topic of wiper linkage lube.

When I rebuilt the entire wiper linkage on my Westy, I (thankfully) studied up and realized I needed to lube the new wiper shafts prior to install. Now this likely doesn't make my wipers go any faster but they are pretty fast and I'm glad I put the grease on. But.....

I notice that if the house battery is low, and possibly the starter battery too, AND I have my Crappy Tire 12V heater on, the wipers (understandably) are slower at lower engine RPM's.

Just a thought towards why ones wipers might be slow.
