You can move all that cabinet stuff over. Use a drill stop to drill holes that you don't want to go very deep, like anywhere near the plastic Syncro fuel tank. This device clamps onto the drill bit at whatever depth you want to drill to. Any decent hardware store will sell them, even not so decent ones. Or you can slip a piece of hose over the drill bit, cut to size so only the tip protrudes.

The tank is not right up against the rear shelf in any case so short screws will have plenty of room to clear it. The bed hinge straps are not positioned as close to the tank as you think

I would advise making a different curtain hanging system instead of using the Westy shelf.
