You have one major issue here. The O2 sensor is not working. In addition,
with CO this high the air flow meter was probably tampered with. It is
also possible that the ignition timing is overly advanced causing air
starvation at idle and giving the high CO readings.
CO at idle should be around 1% or less before the catalyst and near "0"
after it.
The high HC may be caused by the excessive CO. With these readings you
also need to be aware the catalyst is probably shot.
As a side note, this is why emissions tests are needed. You are a gross
polluter not aware that something was even wrong. At some point
certification will be required to be allowed to work on emissions and
engine control systems. We have the program here in NY.
