On the Jetta: Yep, ground isn't _always_ at the bottom. You're correct, 31 is ground. It's shown at the top in that diagram because that ground is part of the fuse/relay panel. So, the fuel pump is grounded via the fuse panel, the other side goes to current track 42, where it goes up and connects through fuse 18 (S18) to the fuel pump relay (J17), then via a wire connector (TV2) to terminal 30 (which goes to battery +, track 4).

Just to make sure there's some useful Vanagon content, below is a list of DIN terminal number I got from somewhere. Useful to save for reference.
