Gerry,

The latch can usually be adjusted. There's ample information on this problem in the archives.

If you look closely at the latch (handle), you will find a small hole going through to the latch. Find a small drift to and drive that roll pin out. You can use a small nail or an old drill bit but you have to grind the tip flat. If you don't do that, chances are a sharp tip of a nail could cause the roll pin to expand and wedge in instead of popping out. After you get the roll pin out, wiggle the latch into a position so it will close the window tighter. Pop the pin back in and you should now have a much quieter window w/o having to wedge too many pennies under the latch.
