If one needs a large enough quantity of hardware items, one can have them made (I've done it, for example pan phil bolts with pointy raised dots under the head to cut through paint to assure electrical continuity between two pieces of metal). In quantity, they're plenty cheap. But if I needed to buy a few of those bolts today I'd be out of luck.
