The inspections here in PA are never anything to get worked up about. Also, you only need emissions inspections if you live near a city. That way the residents of Penssatucky here in the middle of the state know you are from out of town by your emissions sticker.
Anyway, I grew up in MD where they had this crazy law where the car had to be inspected only once, when you bought it. It worked like this, you needed the filled out inspection form to get your auto tags. They never quite explained how that was supposed to work. Let's see, I go to guys house, buy a car but I can't get tags for it until it's inspected but I can't get it to the inspection station because I don't have tags. You had 2 options, drive the car illegally to get it inspected OR tow it to the inspection station. Most chose the first option. Does MD still do that BTW? The downside of that system was you could buy a car and 20 years later as long as it was still rolling forward you could drive it on the road.
