The current CA law is vehicles 1975 and earlier are exempt from emission testing. For now at least. But there's a catch to that too. Now that the BAR/CARB folks are starting to place those remote "sniffers" along the highway and at selected freeway on-ramps (complete with a camera), time will come that any pre-76 vehicle detected as polluting over whatever the sniffer will be photographed, the vehicle notified that they must report with the vehicle at a "test only" station to be tested under standards that were place under the previous state law and of course, must meet that standard.
