Oops -- my bad. I should have read your post more carefully because it's
true that I misquoted you pretty badly. How's about:

John Bange raises his right hand and swears that, "I had mine smogged last
month, and yes indeed, [pressurizing the fuel tank] was officially part of
the test...[skip about 250 words]...but...more than half of the pre-OBD
cars...cannot be hooked up to the system for lack of a suitable
adapter...[and so] the test guy just put "NA" in the box that asked for
the test results and sent me on my way, as per CARB instructions."
