It must depend on where you are in California, because here in Sacramento, they do the complete evap system test.  No debate about it, there is a test only station 3 doors down from my shop and he confirmed it.  

Santa Cruz must be testing the evap as well since Van-Cafe is getting quite a few tank reseals due to failing evap systems (not caps).

BenT is correct they do test the CAPS only. careful my cap was good and the tester machine
was bad. * totally lame if you ask me * nother way to steal a buck from a working man *
