I was surprised a month or so ago when a lady I work with got a notice
from the state that her son's truck ('93 Ranger) had been tagged by a
remote sensing truck parked by a highway on ramp -- in Houston, Texas!

They had to take the vehicle in for an "on line" test to determine if
the vehicle met the standards.  Turned out it passed but the test cost
them an additional $15 plus the time involved.  Oh, his emissions
sticker was only four months old.

Here in Houston they do a diagnostic test on OBD 2 vehicles and a
treadmill/sniffer test on older vehicles.  I haven't been able to
explain that my '85 Vanagon has an '95 Subaru (OBD2) engine in it - nor
have I tried very hard - but it passes the sniffer test with flying
colors.
