H2O + Energy = H2 + O
H2 + O = H2O + Energy

So what is gained?

I can't see this as workable.

It will produce hydrogen, if you have a need for it.

I do have a friend who uses a hydrogen generator to produce hydrogen for
his oxy/hydrogen torch. It requires distilled water, potassium
hydroxide, and a pretty stout electrical transformer to produce a steady
stream of hydrogen for the torch. So what was shown in the film does in
fact work, but not for the vehicles. Making the hydrogen is complicated.
