That's exactly what these Brown's gas/oxyhydrogen proponents think. If you muddle through enough of the pseudo-scientific claptrap, you'll find some of them even think that there are catalysts which will make the conversion more energy efficient (probably table salt!). They think that the electricity they will draw from the alternator is "free," because the alternator is always spinning and the electricity would be otherwise wasted! They are of course ignorant of both chemistry and physics, catalysts don't work like that, and neither do alternators. ( http://en.wikipedia.org/wiki/Catalyst#Catalysts_and_reaction_energetics ).
