It's not exactly a reserve tank. The tap actually actually has an upper drain for most of the fuel. When it ges to a certain level, you have to turn down the lever so that the secondary hole lower on the valve lets the rest of the fuel flow. VW's cheap solution for the missing gas gauge.

It seems to me totally iresponsible way to save on production cost. How of many of you have been on the highway at speed or an intersection when the car stalls all of a sudden from lack of fuel caused by this valve? Corner hard and it starves before the "normal" reserve section is even reached. It was charming at the time but obviously not the safest way to build a car.
