Good point. Unfortunately, most of the local laws are written saying that "inoperable vehicles must be kept out of sight, in garages or other enclosed places", and enforcement officials in many such places consider a vehicle without up to date stickers "inoperable". They already stretch the the definition of "not out of sight", by allowing fences but not car covers. There may, in fact, be room to challenge this interpretation, but the $100 fine plus towing fees plus the cost of challenging it is more than 20-somethings like my brother can afford.
