OK here's the rational:
They can only test at certain conditions of driving. It's relatively easy to
get an engine to pass at just those conditions, and be completely dirty
under other conditions. If you have everything there that was there when the
engine was certified, where it was tested under a bunch of conditions, then
there's a better chance that it will be as clean as the original, certified,
engine.
Actually makes sense unless you test each person's car under all or most
conditions.
