The whole damn economy is severely down right now (if you hadn't
noticed!). Everything is selling at below normal market values, especially
vehicles (used or new).
I've sold 2 vehicles recently, and it was tough to sell them at all, let
alone anywhere near what they're 'worth'. Remember a vehicle is worth what
you can sell it for. That takes into account all factors, including the
current market conditions. Less buyers are willing to spend less dollars;
everyone wants a deal in times like these. That's why all the big
markdowns, new lower prices, dealer incentives, lower interest rates, etc.
exist right now. People are just not buying things, watch the news.
Better yet, try to sell something of value right now, that'll provide you
an excellent first-hand experience. Some people are even going as far as
'trading' houses now, instead of selling one and then buying another.
Tough times = buyer's market. Cash talks, as always. Don't buy
impulsively, it'll be there tomorrow......
Personally, I'd only offer 12K cash right now, if it's 'worth' 15K. You
could negotiate from that point if it's not acceptable. Seller's know the
economy's not in their favor right now. Unless buyer's are swarming around
it, it'll probably sell significatly below the asking price.
