Assuming your Westy is stock, the outlets next to the rear seat are for 110v AC, NOT 12v. They normally look like a wall outlet in your home. They only have power when you have an external connection to 110v AC using the connector on the left side of the van. And the little device below the outlets is NOT a switch, it is a breaker. It only has a small button in the middle that is pushed in to reset the breaker if you overload the circuit.
