Matt,

You will get lots of great "normal" possibilities for this problem, but here's one possibility we stumbled on recently.

Same exact problem .. On a 85 Westy.

Changed the flasher, x-relay, inspected all bulbs ... Nada.

Checked all the fuses for continuity in the fuse block ... Everything ok.

Old style ceramic fuses.

Noticed that some of the fuses were fairly corroded, so decided to change them out just because.

On two of the fuses, the end cap were the filament wraps over the end was corroded enough so that it had separated from the rest of the filament. Leaving an unattached "button" in the fuse holder.

Installed new fuses, problem solved.

Of course that's the _first_ thing I did! - top off the blinker fluid. After that I checked the lights. All corners working, but use of the signal lever just gives a continuous light both outside and on the LED on the dash. No blinking anywhere. When all is quiet, I can hear the unit click when I first move the lever, then another click just after it's returned to center and the LED goes out. I just figured it to be the relay or whatever. Are there other parts that can malfunction to cause the same result?

It really bugs me 'cause it bugs me when others don't let _me_ know what's going on by using their blinkers. I don't want to be one of _those_ folks...
