I doubt there are separate fuses. Whatever year vanagon you have is not apparent right now. If it's up to 85, the fuses are awfully easy to check. Often they get corrosion and don't conduct on the ends.

And the way you talk about 'checking very fuse' like it was a big task, ..........If you have an 86 or later with what I call 'tooth style' fuses........ If you do, perhaps you think you have to remove each fuse to examine the little strip that blows out visually. You do not. 'the good fuses' of that type have little metal test points on them. You just energize the circuit, and test for 12V with test light on both sides of the fuses. It's not that hard to think about wiring, look at diagrams, test for voltages here and there, etc. It also helps to have things like another known-good 4 way flasher switch to try.

OK, so I finally replaced the relay with a new model, and now have turn signals again. All turn signal lights function as appropriate. But when the emergency flasher switch is thrown, only the lights on the right begin blinking. The left is dead. Are the left and right sides on separate fuses? I'm hoping it's something simple like that. Just looking for ideas before I inspect each and every fuse. :)
