Mr. Fonman,

In some parts of the country that's called poor planning. Fortunately, this is not one of those critical tools that affect safety in a major way. Think about jumping out of a plane w/ a bedsheet instead of a parachute. In that instance, the effectiveness of an improvised tool would be critical -- though not on the way down. It's the landing that gets your full attention. So improvise away if you wish.
