How do you know the idle stabilizer is "fine"? If the idle air valve isn't buzzing when you turn the key to ON, the there's something wrong with the idle stabilizer unit, the air valve, or the wiring between them. The valves do go out, but the usual culprit is the little black box behind the right tail light--- particularly if the part number ends in "B" rather than "D". Follow the simple diagnostic procedure in the Bentley, pg 24.53.
