It's a Kryptonite container...

No really, it's an activated charcoal canister which, if you live the state of Cali, must be plugged in and functional. This canister should be hooked up to a vacuum line on one end and the gas tank on another. It simply absorbs hydrocarbon emissions from evaporating/expanding gasoline. My '72 Beetle had one too.
