My '71 bus has one, too. The PO had a local crap shop put in a crap replacement engine which promptly blew up not long after I got the bus. I replaced that engine with a factory-built new one (the Puebla, Mexico, VW factory still makes stock engines and they are well-made, too, with modern tools and good QC). I took everything as much back to stock as I could, filled the carbon canister with new activated charcoal (aquarium supplies) and reconnected it. I reckon it's back there doing what it was meant to do.
