When pulling the drums, start with the side that has "mucked up" cable.

And if it were me, I whould inspect each set of rear brakes.

If drums won't come off, put penetrating oil on area where axle stub and opening on drum meet. Clean this area too. And if needed, put penetrating oil at holes where the little bolts go in (if they're still there). The oil *may* work it's way inbetween the axle flange and area where it contacts drum.

*** The oil may contaminate the brake shoes when put at the "little bolt" holes so bear this in mind. (i.e. maybe consider it a last resort) ***
