So, like I do not understand why you guys want to make so much trouble out of a simple job. I have ALWAYS replaced these boot by removing the tie rod from the rack then slipping the old boot off and new boot on and then screwing the tie rod back onto the rack end. I know the big rubber doughnut thing has you muffed. It's not a problem that a little grease or oil and some force will not overcome. No problemo, no adjustment change - EVER !
