Hi Kim, It iS an urban legend. Just because there are laws doesn't mean that they make sense. Mythbusters did some exhaustive research and basically proved that cell phones don't cause fires at gas pumps. Static electricity does. But they were able to show conclusively that a cell phone does not generate that static.
