Stuck control cable?

Improperly adjusted cable?

Stuck heat control valve? (have a friend watch the valve while you move the lever)

Worn foam on flap(s) inside fresh air/heat box?

If control cable doesn't work, and/or heat control valve is stuck and you're desperate for a quick fix, find your heat control valve, unhook the cable and turn it off.

If that doesn't work and you still need a quick fix, block the fresh air ram behind upper exterior front grill.

If the valve/cables work properly, then it may be that foam on flaps has deteriorated.

When van up to speed, fresh air comes in via the ram, into the fresh air/heat box, through the hinged flaps in box, then past heater core. If foam seals on flaps that control flow of air are worn, air will come past them.
