With a web page I'm pretty much stuck with what I'm given. A web forum is a single point of failure: if it's down, everyone is off-line, whereas email will queue up and be delivered later if the server goes down, and I can still access my own saved messages if the server is down. Navigating web forums is clunky, for the most part. I'm a keyboard guy, I don't like mousing all over the place clicking links and buttons. I don't like entering and editing text on a web form very well either. Finally, I find that with web forums, I'm just a lot less likely to keep up with them and participate.
