Actually, it's not a resistor ... it's a 22uf 15 volt tantalum capacitor (caps rated for higher voltages work, too) ... and yes, either the capacitor or the VW harness insert applies to 1.9s as well as 2.1s. The harness first came out to address problems with 2.1 setups but VW later put out a bulletin saying it is for 1.9s, too. The AFM wiring is the same for 1.9 and 2.1 engines.
