I've stayed at one in South Jersey around Burlington and had no issues. That said I'm not sure about the ones in North Jersey.

No ... but you could always call ahead to one or more New Jersey Wal*Marts and ask if they allow campers in their lots. They would tell you if there is a law against it or not.
